West Palm Beach runs on a strong-mayor system: the mayor is the city’s chief executive and directs the administration, and the five-member City Commission passes laws and the budget. For most everyday problems, a pothole, a dark streetlight, a question about City Hall hours, the city wants one call or one online report.
